Speaker of Parliament Rebecca Kadaga may stand for president in 2026 if President Yoweri Kaguta Tibuhaburwa Museveni and NRM CEC choose her rival and deputy Jacob Oulanyah for speaker, sources within her camp have told Kaaro Karungi

 



Both Kadaga and Oulanyah are seeking ruling National Resistance Movement (NRM) Central Executive Committee (CEC) endorsement as the party’s official candidate for the 11th Parliament speaker job.

 

In 2016, Kadaga had reportedly asked CEC to give her five more years as speaker to make it 10 as was the case with her predecessor Edward Kiwanuka Ssekandi.

 

But Kadaga has vehemently dismissed reports of her CEC request as not binding on the 11th Parliament.

 

NRM national chairman President Yoweri Kaguta Tibuhaburwa Museveni recently asked both Kadaga and Oulanyah to halt campaigning for speaker position.

 

Now, the latest from the Kadaga camp is that the incumbent speaker has sworn to defy CEC if it chooses Oulanyah as speaker candidate.

 

That after the heated State House meeting, some members of the Kadaga campaign team talked of options to be taken after the CEC decision, especially with the possibility of an unfavourable deal likely.

 

The options, sources within the Kadaga camp further claimed, included Kadaga standing as an independent candidate.

 

That if she won as an independent, she would then go ahead and give headache to the NRM, and work with opposition group National Unity Platform (NUP) to challenge Museveni and his party on the 2026 presidential election.

As such, Kadaga had reportedly been advised to form a team that would help her transition from a top NRM leader to an opposition figure vying for the country’s top job.

 

Although Kaaro Karungi couldn’t independently verify the claims from the Kadaga camp, this publication understands that the president is holding separate meetings with contenders for the speaker and deputy speaker job to chart a smooth way forward.

 

Museveni is said to be working around the clock to prevent divisions that could arise from speaker race campaigns.
