Former CAO of Obongi District, Leru, Refuses to Hand Over Office to New CAO, Otim

On February 23, 2024, Mr. Ben Kumumanya, the Permanent Secretary of the Ministry of Local Government, transferred Mr. Otim Benson Humphrey from CAO of Terego to Obongi District as the new CAO, replacing Leru Andrew.

Last week, Mr. Otim reported to his new post in Obongi, but Leru Andrew did not facilitate the handover process. Leru Andrew has since been transferred to Manafa District.

As of today, over twenty days after the transfer, Mr. Leru has not handed over the office to the incoming CAO, Otim Humphrey Otim, raising suspicions that Leru may be involved in financial scandals such as withdrawing district funds from the district account.

Leaders and residents of Obongi are urging the PS and Minister of Local Government to facilitate Leru Andrew’s transfer to Manafwa District.

Abibu Buga Khemis Awadi, the District Chairman of Obongi, has thwarted attempts by the former CAO, Andrew Leru, to secretly promote several civil servants within Obongi DLG.

According to Buga, on March 7, 2024, he wrote to Leru, expressing concern about the handling of internal promotions. Some of the civil servants Leru wishes to promote are implicated in corruption scandals and are under investigation.

Buga convened a DEC meeting on Thursday, March 7, 2024, but Leru boycotted the gathering.

According to Mr. Hasaka Samuel Mpimbasa, the RDC of Obongi, Leru hastily prepared and submitted promotion files for civil servants to the district service commission upon learning of his transfer from Obongi.
