MASINDI – A report from the Uganda Police has revealed that the man who raided the office of Masindi Resident District Commissioner-RDC with a sharp knife last week is mentally ill.

Joseph Serugo’s trouble erupted after he stormed the office of RDC Florence Kobusinge Kirabira, on July 7, 2021, saying he had an important document to deliver, however, when he was tasked to present the document, a sharp knife dropped from his pocket prompting the RDC’s security personnel to arrest him and take him to Masindi Central Police.

Julius Hakiza, the Albertine Region police spokesperson, says the suspect, who was later discovered to be from Wakiso district where Kirabira was previously working as the RDC,  was first subjected to a mental health checkup on Friday, which showed that he is a victim of mental illness.

He says that they also obtained information from his home district indicating that he once spent time at Butabika National Mental Referral Hospital.
