Local government workers in Uganda are requesting information from the Finance Ministry regarding the delayed discussion of their salary increases in the 2024/2025 Financial Year budget. The Uganda Local Government Workers Union (ULGWU) has expressed concern in a letter dated September 25, addressed to the Secretary to the Treasury, about the government’s failure to prioritize their salary enhancement, which was promised but has not materialized.

Mr. Hassan Mudiba, the ULGWU’s secretary-general, highlighted the disappointment of workers due to the lack of communication from the government about the delay in fulfilling its commitment. The government recently announced the suspension of salary enhancement for public servants for one year in the 2023/2024 Financial Year, with plans to implement comprehensive salary increases in the following year.

While various priorities for the next fiscal year budget have been proposed, including the Parish Development Modal (PDM), agricultural production, and oil and gas sector development, local government workers feel excluded from the Budget Formulation Process. They argue that this exclusion goes against provisions of the 1995 Constitution of the Republic of Uganda and relevant legislation.

The ULGWU has emphasized the need to address discrimination among public service workers to prevent a decline in service delivery. This call for clarity comes after similar labor disputes, including strikes by teachers, nurses, and doctors, over salary increases and collective bargaining agreements.

Mr. Ramathan Ggoobi, the Secretary to the Treasury, has not provided a comment on the matter at this time.
