Uganda Communications Commission in Search of New Director

The Uganda Communications Commission (UCC) is looking for a new executive director to lead the organization. Ms. Irene Kaggwa Ssewankambo has been serving as the acting executive director since February 2020, taking over from Mr. Godfrey Mutabazi, who had completed his last term after a decade at the helm of the telecommunications sector regulator.

In a recent notice, the UCC expressed its intention to hire an executive director who will play a crucial role in developing and implementing strategic plans, as well as assisting in the formulation of policies and programs in line with the Uganda Communications Act of 2013.

Ms. Kaggwa, who has been acting in the role for over two years, is considering whether to apply for the position or not. The appointment of the executive director is the prerogative of the Minister of ICT, and the term is for five years, with the possibility of renewal once.

While Ms. Kaggwa served in the acting capacity, she contributed to enhancing ICT security, reducing fraudulent domains, promoting e-services, and resolving corporate disputes in the sector. However, it remains unclear why the government has chosen to advertise the position at this time.

The requirements for the position include a Master’s degree in economics, law, finance, management, public administration, or related fields, along with 15 years of strategic experience in management, government, regulatory, policy, and development. Additionally, candidates should have at least five years of experience in senior management roles within corporate environments.

The new executive director will oversee an industry that is playing a pivotal role in transforming Uganda through increased internet connectivity.
