New cities have no structures – MP Jonathan Ebwalu

The MP for Soroti City West, Jonathan Ebwalu, says that the lack of staff structures and funding from the central government continues to cripple the operations of the newly created cities.

Parliament on April 28 last year approved the creation of Arua, Gulu, Jinja, Mbarara, Fort Portal, Masaka, Mbale, Soroti, Hoima, and Lira cities which became operational on July 1.

The creation of cities, however, has not come with a budget, creating a crisis as the new cities are still operating on the municipal vote.

This According to Ebwalu has affected service delivery, especially garbage collection, paying staff, and maintenance of trucks, among others.

‘The creation of cities was rushed, and yet there were a lot of lacunas, which needed to be addressed,’ he adds.

This Ebwalu says is partly the reason the cities are currently embroiled in confusion brought about by lack of resources to manage their activities like among others garbage collection, street lighting and road maintenance.
