John Chris Bakiza, the former director of Uganda’s Criminal Investigations Directorate (CID), has reportedly passed away. Bakiza, known for his contributions to law enforcement and legal education, breathed his last at Mulago National Referral Hospital in Kampala on a Friday night. The circumstances surrounding his death remain undisclosed.
Bakiza’s multifaceted career spanned the realms of law enforcement and academia. At the time of his reported demise, he held the position of a constitutional law specialist and served as an external examiner at the Law Development Centre (LDC).
Expressing his condolences, former Assistant Inspector General of Police Asan Kasingye took to social media to mourn Bakiza’s passing. Kasingye recounted their shared experience at the launch of his book “Chosen” on July 30, 2022, highlighting Bakiza’s humility and his roles as an advocate of the High Court and a lecturer of criminal law at LDC.

Bakiza’s journey in the Uganda Police Force commenced in 1980 when he became one of the first 26 graduate cadet officers. He subsequently assumed the role of CID officer-in-charge of Bank of Uganda, a position he held for three years until 1990. In 1990, he ascended to the rank of Assistant Commissioner of Police, where he oversaw the Directorate of Legal Services at the parliamentary building, the former Police headquarters in Kampala.
Between 1992 and 1996, Bakiza’s responsibilities evolved, leading him to serve as the director of administration and finance before becoming the director of operations. His tenure as the director of CID headquarters Kampala extended from 1997 to 1999. Eventually, Bakiza retired in 2000 to establish his private law firm, Bakiza and Company Advocates, where he held the position of managing partner.
Regrettably, Bakiza’s leadership at the helm of the police’s crime-fighting unit faced an untimely conclusion due to a public judicial inquiry led by Justice Julia Sebutinde. The inquiry was focused on corruption within the Police Force.
In the wake of John Chris Bakiza’s passing, his legacy as a dedicated law enforcement officer, legal educator, and advocate will be remembered by those whose lives he touched. His contributions to both the police force and the legal profession remain an integral part of his enduring legacy.
