The Serere County repatriation officer Sylvia Nangendo Cheptegei has on Thursday afternoon declared Emmanuel Omoding, son of the late Okabe, the winner of the by-election held to replace his father who died in a fatal accident on December 19th, 2022.
Emmanuel Omoding, who ran as an independent with some of NRM’s top slips behind him, won 15,638 votes, beating NRM’s Oucor Philip by a margin of 2,432, who received 13,206 votes and the ANT, Alice Alaso, who had the support of the National Unity Foundation and their principal Robert Kyagulanyi Ssentamu. aka Bobi Wine was seen chatting in support with Rtd Maj Gen Mugisha Muntu.
Despite the full security during its tenure with no the RDC arresting opposition supporters, the National Resistance Movement (NRM) lost for the first time since the 2021 by-election, setting the mood cold within the secretariat.
Museveni’s party won in Kayunga LC5 by elections with Andrew Muwonge, Omoro with Andrew Ojok, Soroti East with Herbert Ariko Edmund, Gogonyo with Derrick Orone, Bukimbiri with Eddie Kwizera, Busongora South with Gideon Thembo Mujungu.

While speaking to the media shortly after conceding defeat, Dr. Tanga Odoi attributed the defeat to infighting, quarrels and contradictions while recounting how the party’s National Vice President, Mike Mukula, did not appear to greet the president when he came to garner support for the NRM candidate.

The Serere County MP seat was vacated following the death of Patrick Okabe, a former MP for the constituency. Okabe died in an accident on Tirinyi-Mbale Road on December 19, 2022.
